grats!

i've never given congrats for leveling mostly because accumulating points doesn't seem like much to be congratulated for. woot, you just killed 50 mobs. congrats? you got carried by your group in an instance and soaked up free xp? grats? i also have never felt very comfortable receiving congrats for making a level for the same reason. i didn't do anything particularly congrats-worthy. it hasn't been much of an issue until now.

hello random low level instance queues! now we have the option to level in instances with other people and we're all dinging like crazy. every run, it seems like at least 2 people level. and i've resisted issuing constant "congrats" and "thank yous" but i'm starting to realize that it's less about merit and more about ...... game etiquette? /shrug. out of pure politeness and mild social rules, i think i can start congratulating fellow players simply for progressing, no matter how easily they are doing it.
